Teenager Jani lives in a dystopian world of nuclear reactors and military curfews, oppressively devoid of empathy. After getting beaten up in an altercation, Jani meets Kiefer, a talking catfish rescued from a lab. Jani and her new slimy friend decide to strike back and break free from the repressive system.
